This may sound like a crazy idea, but have you considered contacting the art department at Sandhills Community College. I know that when I was doing a lot of printmaking we used rags for each project and went through them like crazy. I know the college has a printmaking program. We also used to use them for making our own paper (100% rag cotton) for printing.
In addition to rags, we used old telephone books for printmaking and those are usually harder to come by. It's a weird suggestion but worth the email or phone call if they can use them.
